Is this fowl pox

For the record, yes they can get frostbite in Florida. It does not take freezing temperatures for frostbite. Moisture, and around 50 degrees will do it. It's been cold enough down here for that to be frostbite.

I'd put some triple antibiotic ointment, like Neosporin, or the generic version on it until healed.

Was thinking this is fowl pox. It has been several months since this showed up and is not improving and may actually be a getting worse. The roosters by far are the worse. Very little symptoms on the hens...just a dot here and there.
What could this be other than fowl pox?
Its not frost bite. We are in south florida and no freezing weather or frost this year in our area.

3 roos...they dont fight. 40+ hens.
They have wide open space so fencing isnt the problem....
It seems to be some kind of virus or maybe fungus?

It’s not frost bite unless the birds can get frost bite at temps around 40 degrees.
Do you have more photos of the roosters?
Looks scabby to me - picking, fighting, could be frostbite...you can spray the combs with Vetericyn and house the roosters in their own pens for a while to see if they start to heal up.
I've found if a rooster's comb is injured somehow - for whatever reason - they will allow hens to pick at the scabs making it worse.
 
Florida is VERY humid. Typically it rains right before it turns cold, so it's a dank cold. It's been down in the 40's several times this year. When there is not enough air circulation, they can, and do get frostbite down here.

We have had those conditions this year however this problem with their combs started late last summer and we thought it was probably the fowl pox and it would work itself out after a few months. Its been a pretty long time and the combs do not seem to be improving. As a side note some of our Pekin ducks developed black patches on their feet that lasted a few months but now seemed to have healed up recently. Not sure if the two are related but kinda looked like they might be.
