Is this from depluming mites?

My Rhode Island Red never seemed to recover from molting last fall. For a while I thought she was just taking a long time, and then maybe she was getting pecked, although I never see it happening. I’ve checked several times all over and haven’t ever seen any mites on her. I ran across something about depluming mites and now I’m wondering if that’s what’s going on. It’s happening a little on top of her head too.

Did you figure out a solution? Two of my chickens are itching and look similar to the picture you posted. I've tried topical Elector PSP, thinking it mites, and topical ketoconazole cream, wondering if it could be yeast; they didn't fix the problem.
