Is this heat or something else?

My largest hen has me worried today. It's only 79° and breezy, with plenty of shade, but she's been panting and having her butt lifted and wings out a bit. Earlier, she was shifted slightly on her side with one wing stretched. Is she hot, or does this behavior show something else. I had on long sleeves for sun protection and was barely sweating, and we're in Texas, so if this is her being too hot already, I'm worried she won't survive the summer temps.
 
How is her crop? Is it emptied in the morning? If she does not have crop issue, then might be let her stand in a basket of water for 5 minutes or hose water under her wings see if that cooler her down.

From my experience with my flock is that the one that has dark feather seem to feel hotter than the rest.

Also when they have crop issue, they have higher body temperature, the crop is hot also causing discomfort panting..etc.

In our summer over here which is mild compare to your, some of my hens are like that, I hose with water under their wings and tummy, it cooled them down a bit.

I put ice block in their drinking water in summer on very hot day.
