Is this just baby fluff?

My roo has these fluffy feathers coming out...he's 12 weeks old...I don't see mites or anything down in there. Is this just him losing all his baby fluff?

It's normal, it's not baby fluff, it's just there under down poking through. Sometimes it shows where the tail is, a lot of mine have that

He's probably having a juvenile molt.

Growing youngsters change their feathers several times before achieving their full adult plumage after 4-6 months more-or-less.
