Is this lady a rooster

I'm thinking this hen is not a hen. They are all 13 weeks old except 2 are 12 or 11 weeks old. But this one is more developed and screams roo to me. Legs are way thicker and tail is starting to curl over

If it is infact a roo then I got the calmist roo I think there is. He's not as friendly as the rest but my 3 year old and 1.5 year old can chase them and he just walks away
 
Also what gives him away as a roo. These are my first chickens ever so I have been trying to look at his "wattles" and "saddles" I can't tell the difference. He does have some very pointy spikes starting to grow off of his neck
 
We have friendly roosters too!

However, I think roosters that are teased or chased (even if it is meant nicely), can attack. I respect my roosters and they respect me. I let them know they get their hens and they know I'm the one that keeps them safe, well fed and with water.

He has that long-legged look to him, his tail feathers are beginning to curl down in the sickle shape and his comb is beginning to brighten. Some birds mature at different speeds then others, and different breeds mature in different ways.

The kids don't chase him like that. They just fallow them and walk between them as they eat and try to pet them. A couple of the ladies let the kids pet them. I guess he is a roo now. The roo just won't let the kids touch him. I can pick him up and he doesn't do anything. He bit me a couple times while pushing one of his ladies in the coop door as a couple of them wanna try and sleep with there heads out the door. And he took a couple bites at me. It didn't hurt but startled me a bit. He's a keep if he doesn't attack the kids
