Probably you are seeing lice, especially if there are small clumps of white eggs at the base of feathers. Either way Permethrin will kill both and is safe to use on chickens. The 10% for dilution is more economical and it can be mixed in 5% or 10% strengths to spray both the chickens and the coop, roosts, and nests. But the garden dust may be used during very cold weather. Here is some reading:
