Definitely a pullet.
At 3 months old the cockerel would be showing his cape and a larger crest than the pullets.

Hey, do most 12-week old cockerels have wattles? I'm skeptical about my pullets. They have wonky tails but no wattles and their combs are very short. Sorry for interrupting y'all, but I was just curious.

Depending on the breed, yes, the majority. Don't worry about the tails. They can be extremely misleading at that age. If you'd like to be sure, post photos.

I find that most do. Some pullets have really wonky tails lol. Pictures would help.
