Is this normal development on my silkie chick?

My EE chick is the same age and is getting wing feathers in beautifully, but my silkies just have this going on. I know silkies can be scraggly chicks compared to other breeds. I’m treating one of my hens for possible depluming mites though (she pulled out her wing feathers) and am on the lookout for any signs of mites on my chicks. My silkies were born in the same coop as that hen, so just being cautious and hoping this isn’t a mite issue. Thank you!

    That's normal for silkies.
