So today it rained and I was gone and couldn't shut up my chicks well when I got home the were huddled up so I got them dried them off one was making strange noises and I noticed the he was walking around with his wings hanging and not like everyone else and IDK if it's OK

I don't know what could be wrong. But I will pray for him. Chicks get sick pretty easily, especially if left in the rain or if they become wet for any reason.

Likely your chick has hypothermia. You need to warm it up quickly. The wings drooping means the chick is weak. You need to warm some water, add some sugar and get it into this chick asap. Then boil an egg, mince it very small, mix with a little warm water and try to get it to eat some.
