Is this normal?

leghorns are very skittish my were noisey and I only had 2. They are now about 8 months old and still dont come up to me even with treats

I've only had one chick that didnt do that. Her name is Hoppie, she always jump up onto water to greet me she is extremely sweet.
 
We are careful about the approach to the brooder, actually they should be VERY used to us as it is right now a see through brooder.
I dont make quick movements while feeding them either.
Most of them WILL come onto my palm, I just find it strange how they freak out over everything. But as I said, the more experience I get, the more I realize each group as its own idiosyncrasies(sp?) lol.
