I really hope I can help you because I went through this problem about a year ago! It sucked but I finally found something(s) that worked!!!
I have combination skin (gets oily on my nose/forehead) but really dry sometimes too. My dad also had cystic acne when he was growing up and passed on that wonderful gene to me, but not nearly as bad! I got a few of those nasty painful pimples on my face every month, and I also used to get a lot of tiny little bumps on my cheeks (they weren't red or anything, but made my skin not very smooth!) I tried skin id, TERRIBLE. It made my face so dry and red. The only thing that kinda worked was the zit zapper..
So here's what I did..
We had witch hazel in my bathroom and I had heard it helps clear your face up. So I tried it. Every day when I wake up I put some on a cotton ball/pad and just rub it on my face. It feels really good afterwards and cleans up all the oil and dirt on your face. It helps to put some on after a shower too, when your pores are open. Along with this I use a facewash from Neutrogena in the shower. It is orange and says "oil free acne wash". The "oil free" part is important because you don't want to add more oil to your skin. I use this every time I shower. Then, after I get out of the shower I put on witch hazel/moisturizer. I use Neutrogena oil free moisturizer for combination skin (white bottle). Keeping your face moisturized helps A LOT. When I got bad acne my face always got dried out as a result, which is why I started using moisturizer, and this stuff works very well. I put it on after a shower ( i take showers at night) and put it on in the morning along with the witch hazel.
Another thing is to take your makeup off before bed! Makeup can worsen your acne, especially if you use liquid makeup due to its oily-ness and chemicals. Just by removing makeup every night helps out a lot!
I'm not going to say that I never have any acne, because I still get a couple random little pimples every month or two (but they go away fast!) but it is WAY better. Everyone compliments me on how my skin is so smooth and clear. I am very happy with it now! And don't feel bad if it doesn't work at first, or at all because everyone's skin is different, but sometimes it just takes a little patience.
