You can't see the siren--yes you can see flashing lights, but in many cases the siren is audible long before flashing lights come into view, especially in heavy traffic where there are many vehicles that block the view of the emergency vehicle, or when it is coming along an intersecting street.
Please not, I did say that drivers with loud radios, and even ones with all windows rolled up or the fan running on high may not always hear sirens.
