Is this time of year a good time to order chicks

Provided you are setup to brood them properly, the winter is a great time to start chicks - preferred by many, in fact, as it sets you up to have birds coming into production at the time most people are just starting out with their fuzz-butts.
 
I would recommend vaccinate for mareks and check you source of feed before Vac. For cocci
 
If your looking for a online Hatchery I use hoover Hatchery. Good prices and good birds
I have bought a many birds from them and have only ever had a bad batch

Have you considered buying from a breeder?

Barnevelders are a really tough color to breed.
These may be closer to what you expect from the breed.
I know Andy from Mountainview Orchards in Oregon. Good breeder, known him for years.
