Hi Wild. Doesn´t sound good, but then some can take a long time, up to 35 days. So when you candled was there any movement in the egg? It´ll only peep if it´s broken through the membrane inside. Could be it´s just gone rotten, but then you´d be likely to smell it. Does it slosh about inside when you move it? If not, just wait a bit longer. Take an egg out again, see if there´s movement or if it stinks.

No. Usually geese raise one family in a year. If the first family dies for whatever reason, they may try again. Depends on how along in the season they are.
