it could be an over-frizzled bantam. ive read that if frizzles mate with frizzles for a few generations, they can become over-frizzled.that's why you need to keep a smooth-feathered chicken with frizzle blood in there with them.
Frizzle mated to a Frizzle can give you Frazzles, which have very poor feather quality. You want to mate a frizzle to a smooth feathered bird - you will get 50% frizzled and 50% smooth feathered.
But the ones pictured above are just frizzles, not frazzles.
This little guy is a frazzle. You can see that the feathers are super curly, and actually smaller too. Some feather "spines" are even bare, like a toothpick if you look closely. I couldn't get him to look up for a picture, but hopefully this will help you see the difference.
