You won't like this answer, but the one at the bottom of the pecking order is always bullied to some degree by some of the others. And it will get worse if you remove her and put her back. Who is head hen? I have a group of 8 older hens. One of the middle ones,Wendy, bullies the ones who really should outrank her, and used to, but they are very arthritic now and she takes advantage of that. The head hen, June, who is almost 11 years old, will get sick of it and she'll go round and round with that Wendy, beating her up all around the pen because, well, she's in charge and Wendy is acting up. Usually, June ignores her, but on occasion, they get into a ruckus with each other and then, it's Wendy who'd better run for her life. That is chicken life.

If there is no blood being drawn and the lowest hen is eating and drinking okay, there is not much you can do to change their minds about who is at the bottom. The only time she won't be on the bottom is if she finally decides to challenge someone above her and wins...then, you may see blood fly, but I rarely see that happen. Generally, the lowest ranking member stays there until someone new is put into the group, then she has someone she can beat up on herself...and she will.

I plan to have her separate permanently. She is miserable at the moment.
