Okay, 2 problems here, one of my roosters has scabs all over his face and above his eyes, and since I’ve noticed them he’s been a lot meaner, and my EE chick, Rose, my dog got her and she’s limping and she can’t fly. What to do? Tell me if y’all want pics, I might be able to get some but it’s really flooded and wet in southwest Louisiana.

Yes looks like it's dry pox at this point. No don't quarantine, they've been exposed to it. It has to run it's course. Dose their water with nutri drench, five days on, then five days off. Keep an eye on everyone.
 
Agreed that looks like dry fowl pox virus carried by mosquitoes. It lasts about a month, and there is no treatment. Leave the scabs alone, and most grown chc will recover unless there is a secondary infection or wet pox inside the beak and throat. Look for any yellow lesions inside the beak if any seem especially sick. Here is more info:
