Junior Needs help on hatching eggs

I would dip the tip of his beak and set him down beside it [the water dish] in case he wanted to actually drink. Every once in a while he would. Then I would put him back in his cup.

My chicks yolk sack is getting smaller I think and I gave it some water using a syringe.
I am worried because it is not standing or walking at all. It does lift its head up while lying on its side.

Is this normal or should I be worried?

I assume it's just because it's weak from the yolk sack or something and once that goes it will begin to walk and stand. Is this correct do you think?

Please answer as I am really worried
