It almost sounds like the end of the yolk sac, kind of the umbilical cord. Sometimes, they have a little "outie" bellybutton. Usually, it just dries up and falls off. If he is alone, it's ok. Iif there are more babies, you may want to separate him. But I STRESS, they will pick him to death if they find it. Some birds are just like that. WATCH HIM!

Yes, he probably got his legs twisted up on the cord and pulled too hard, I've seen alot worse. Bacitracin is good. It should close up in the next day or two, just watch him.
