It is sort of BESIDE the vent on her/his right side if you are holding them upside down head towards your tummy.

towards my tummy or the birds tummy? If by the tummy are you meaning above the vent (near the tail)? If so if that's swollen press on it if white foam comes out of that bump you have a roo. If the bump is anywhwere else it's probably a booboo, or a prolapse I've had hens prolapse just by handling htem while they have an egg in them. Sometimes it's able to go back in with help othertimes it wont go back in at all sadly.

A little bit off topic, but while there are several rare-ish conditions that can cause a bird or a mammal or a human to have some male sexual characteristics and some female sexual characteristics, none can result in a self-fertile individual. Some other species are capable of doing that, but they're mostly insects and mollusks, and none of them are quail!​
