Keeping a chinchilla without a/c possible?

I live in California and the weather where I’m at is usually between 60-70 degrees. But there are days in the summer where the temperature gets to 90 degrees or higher.

What are my options to keep a chinchilla cool if I can’t have an a/c due to the expensive electric bill? Would an evaporative cool be sufficient if I aim it directly to the chinchilla’s cage? Would a granite slab help keep a chinchilla cool if the temperature gets hot?
 
Would the same apply to keeping a Guinea pig or rabbit?
Pretty sure guinea pugs would be a no go. We raised meat and show rabbits outside a few years ago. Temperatures were brutal, but they managed to stay alive and mostly unstressed if we gave a lot of ventilation and a lot of frozen waterbottles. We would have most of a freezer dedicated to water bottles in the summer for them to rotate through. We didn't have heavy coated or heavy weighted ones though. If we had those, they probably would have had heat stroke. Any time it went above 90 though, we would have to do hourly checks to make sure they were still doing okay
