Keeping goslings dry

How on Earth do I keep these little guys dry??? I don't want them getting sick or chilled. I just can't get over how wet they are getting their bedding (at the moment lots of folded up paper towel.)

For their water, DH cut a hole in a gallon milk jug. Big enough for them to submerge their head..but too small for them to fit their bodies in.
 
Do you have wood chips down or just using paper towels as your bedding? I've got wood chips and when I pull the waterer out to change it twice a day, I just mix the chips up around the area. I've got a 3-4inch depth and a good sized brooder so they have alot of space to be in.
