Why not just call animal control, or drop the dogs off at the pound if there isn't an animal control option in your area?
You stated that your neighbors barely feed the dogs, which is outright neglect in my mind. And, if the neighbor is telling you to hit them with a pellet gun, paintball gun or outright shoot them, how much do they care about the poor things anyway? Why not give them the option of being adopted by someone who'll love and take care of them or be humanely euthanized?
This post isn't meant to offend, I just don't get this mentality. Why keep something if you aren't going to care for it properly. I have 2 dogs, who I take great care to keep at home because they are precious to me. If they were to wander, I would hope my neighbors would come to me and let me know about it, so I could take care of the issue (and not shoot them with a pellet or paintball gun). Obviously I care about my four legged friends more than your neighbor does theirs, but these are living beings we're talking about here. You could do them a real favor by ending their suffering and give them a chance at finding a loving home that gives them companionship and the nourishment they require.
