I have kept quails in an aviary with finches, budgies, canaries, cockatiels, princess parrots and bourke's parrots. The quails and other birds mostly kept to their own business, but it depends on individual birds.
I had two 6 week old budgies with my broody japanese quail, and the mother seemed to adopt the budgies. I even caught her sitting on them a few times.
There are things that you have to think about, like food. In my case, the parrots always flew to the ground to eat the quails' food.
