You're comparing apples to oranges. There's no reason in the world a DMV clerk should be required to take a drug test. They have set hours and what they do in their own time is their business. If their high during work hours then they should be disciplined. Just because we pay their wages through our taxes doesn't give us any right to dictate how they should live their lives.
Why shouldn't a DMV clerk be subject to a drug test? I am a 9-1-1 dispatcher who works all 7a-3p and am subject to random drug tests. If I get in an accident on county time, I am subject to a drug test. I have to be clean from drugs and alcohol in order to keep my job and get my paycheck. Why shouldn't people on welfare be subject to the same thing, when they are doing nothing but sitting on their butts and getting handouts?
