"Because they finally decided to stop wasting them on me. Every time they tried to put one on me..." A small puff of white flame shot a few inches out of her mouth, then she continued. "... off it came. I burned through about seven of them before they gave up. They're normally heat-proof, but not for me. The master said I got an extra mutation when they changed me. Apparently my fire breath is fueled by magnesium which burns at more than 3,200 degrees; they havn't found a way to make a coller I can't burn through, so they just trust me to behave. Which I do... well... most of the time," she said with a wink.
