Quick question about dogs @Tesumph you might be able to answer???? Do spayed females still emit pheromones mimicking a heat cycle???? At certain times my males fight more and will not stay away from Tater!!! It even resulted in Zookie taking an unplanned swim today
No, not unless the surgery was botched (unlikely). A standard spay (a full ovariohysterectomy) stops all production of estrogen and progesterone.
The most likely problem is that a neighbor's bitch is in heat. They can smell her from miles away, and an unaltered male will try to stick it in anything.

Sometimes other medical issues can mimic that behavior. Vaginitis, UTIs, anal gland problems, etc can make other dogs hyper-"interested."
