Lack of Feathers and Scabs Around the Rear of my Hen

So today it was really windy and I noticed something strange about one of my hens and that she had a lot of fatherless skin around her vent as well as a number of scabs. I don't know what this is and I only keep her with three other hens so it couldn't be a rooster. They do live upstairs so it could be a parasite but I've put a cat box full of garden soil up there in the hopes that they could dust themselves up there as well as I try to let them out at least once a week if weather permits. I don't know what it is for sure and would really appreciate anyone knowing what the heck was happening to my poor chicken.

Mites or lice..have you checked the whole chicken over? Sometimes some are too hard to see. They congregate around the vent.. there's less feathers and easier to feed...
 
That is what I was thinking too. Or feather picking. I am not quite understanding what you mean when you say they live upstairs?

I keep hens that need to regrow feathers in a coop with a main entry for the chickens that can be blocked off and there is another coop right below it. Sorry for the confusion it's just sometimes I make references to things I know about really well and because I know it well I expect others to know about it too.
