Lady feeding raptors - law on my side?

Goodness me........what a big halabaloo you are making over nothing.  Thank goodness I dont have a neighbour like you.
Do you honestly think that the hawks would not know your chickens were there unless "called in" by your neighbour?
The only person you are upsetting is you.
Next time the horse lady comes,  look the other way, pretend she is not there and I guarantee you will notice no difference to you or your chickens life.  And talking about life, you may want to get one.

The start of losses to hawk may not be attributable to actual hawk being fed / attracted. OP does not indicate knowing local hawks as individuals. Not all will go after a given prey type. Mine certainly do not.
 
Neighbor issues are the WORST. I hate having any issues with my neighbors, and I've found that most disagreements aren't worth all the other negative impacts and feelings.

This situation is interesting because of the fact that the horse lady doesn't even own the property. Your actual neighbors, the owners of the property, would probably be horrified that their boarder is causing these issues for you. If you just can't let this go, I think you should try to have a very calm, very friendly discussion with them to let them know how you feel. And if it doesn't go anywhere, all you can do is protect your own birds by penning them.

I don't think the fireworks is the way to go. You'd be punishing a lot of people besides the horse lady. It's not worth it.

Causing a big war isn't the way to go....all those angry feelings from everyone can have impacts for years to come. What if she starts coming over herself and hurting your birds, or something else? It's just not worth it.
 
I've had hawks dive after small chicks, and that's about it. Although there are plenty of rabbits and field mice and chpmunks around. Maybe there isn't so much to eat over there and conditioning the bop to eat in that area is stoopid. Just the fact the hawk will take that food makes me think hunting is scarce there, so yeah, I'd be irritated. So very glad I don't have neighbors like that...however. after this disaster we had some people too lazy to dump their spoiled food in assigned receptacles just throw it off the road..not only can I smell it when the wind is right, a bear was there eating it...of course the buzzards got a meal too. There's always one anywhere you go.
 
Now I'm off to speak with Department of Financial Services and The Fire Marshall... since they are the ones that know about the law. Even though the law quotes the Department of Agriculture...

I'll be calling them tomorrow, as they are now closed. I'm praying that I can get an answer this time, and that they can tell me what the rules are pertaining to this law.

I called The Fire Marshall and they have no info on this law either.
 
I am by no means an expert, but Hawks are protected FEDERALLY and you can not shot off fireworks to fend them off. No air horns NOTHING to interfere with them. The feds will come down on you and if she know that she will report you. She can't even have 1 feather in her possession without a huge fine, even if she found it on the side of the road. Only Native Americans are allowed certain things with federally protected birds.

I am not sure there is much you can do.

You can try to obtain a permit to control or take the hawks, but without that permit you can't do anything. I really think there is more to this law, I just don't know where it is.

We have an abundance of hawks, owls, coyotes, fox, and even a mountain lion near us. We keep our chickens in a run and coop for their own safety. I do not agree with that woman feeding the hawks, but I do believe in the food chain, and nature being allowed to be nature. I do not kill snakes, or other predators. They all have a right to live. If the predators were all gone, we would have rodents in abundance. It is my job to protect my chickens from predators, because they are not naturally occurring there, I put them there. I would have a problem with someone feeding the birds of prey, because it is kind of like feeding bears, it is just stupid, but I would not kill them.

I do not think I would drive the rest of the neighbor's crazy, and become the "town wacko" by shooting off fireworks. I would keep my chickens safe, and I would talk with the owner of the property to see if they can do anything to stop it. Aside from that, I would try to move on.

Apparently you haven't familiarized yourself with the federal law protecting birds of prey. Even if they are in the act of attacking your livestock (your chickens) it is STILL illegal to kill them. The fact is, you have to take it into your hands to make your chickens safe, rather than eliminating the bird of prey. If they don't have the opportunity to eat your chickens, then there is no problem.

I agree with you, people attracting extra birds of prey to your area is no fun. Not that any of us can control what our neighbors do, nor can they control us. I do think you are justified in using whatever means necessary to protect your animals. That being said, I adore birds of prey. Hubby and I search for them in the skies and always pay rapt attention when we see them.... but not near our chickens! My opinion of them changes when I am home and fearing for my own animals.
