Late blooming roo?

We hatched peeps May 20 2015 and the two Roos we kept were obviously male from the tales and combs. About one and a half weeks ago, I started to notice one of the girls tails started developing what looks like sickle feathers, but no obvious comb. Now look:

Very interesting. Definitely a cockerel, given the feathering, but it really does lack a comb, and the tail is pretty far down. Almost reminds me of a capon. Could be a very late bloomer or maybe a male with a hormone imbalance.
 
wow. Looks just like my "runt" rooster. He was smaller and took longer to develop. I knew he was a rooster because of the color of the feathers but it took him forever to come out with the sickle feathers and saddle. His waddle and comb are still small and pale. To this day I still haven't heard him crow (he is 22 weeks old) but he is terribly bullied by a very very bossy hen who free ranges with him.
 
Lack of comb and recent tail development aside, I suspect he has been showing that classic male color patterning since he feathered in and has been sporting his fancy saddle feathering for some time now.

I agree with this.
