late layers

That is debatable your Pekin may beat the tar out of your Runner big difference in size there. If you want you Runner to mate with a Pekin female you might want to put him in with them with out the Pekin drake.
 
I've had chickens that are slow to lay, Leyla, our Wellsummer holds the record. She was well over a year old when she layed her first egg. She's never played more than three eggs a week but she's over five interests old now and still laying.

I don't think your female will accept your Runner drake if she is in with 2 Pekin drakes
For one thing they will probably keep it from happening, why not put your female in with your Runners. and see if she'll accept him for mating.
