Late-maturing cockerel? 12+ weeks, small comb, no wattles

Curious what breed this guy is -- maybe a NH or RI red?

All the feathers point to rooster -- but where are the wattles?! He is about 12.5 weeks, yet the other boys are very developed and obvious already. Is this common?

he's an Easter egger. His comb is average for its type and pea combs don't get wattles either
