Lavender is recessive so if you see Lavender it has two genes for it and will pass one to all offspring.
Yes one copy means they're carrying it (also called "split" for it)
If bred to a Lavender hen about half of the offspring will be Lavender and the others will be split for it.
If two that are split to Lavender are bred 25% will be Lavender. 50% will be splits and 25% will not have the gene.
The ones that are split for it will be indistinguishable from the ones that don't carry it.
 
My rooster is a paint silkie, his father was lavender, and his mother is white. Does he carry the lavender gene?
Yes, he carries the lavender gene, because he got it from his father.

Could his chicks be lavender if bred with a lavender hen or a hen that carries the gene?
Yes, some of his chicks could be lavender if you do that.

Sex chromosomes for birds are backwards of mammals. Male chickens have ZZ, female chickens have ZW, and the mother determines what gender her chicks are. (Lavender is not on the sex chromosome, so this does not matter to your original question.)
