Howdy from Austin, Texas. Certainly don't give up. First, if you haven't already done so insist on seeing the actual text of this "new & changed" law. It has been my experience that bureaucrats and petty officials have a deplorable habit of making things up to fit what they think of as "right". If, in fact the laws have been changed post back and I'll offer more suggestions.

I really don't know much about the laws for having chickens in the city as I live in the country. I hope you can find a good solution.
