Leg band injury, advice please

My landlord just obtained a chicken about 1 week ago, approximately 2 years old. She tells me, "i keep meaning to ask if you can take the band off her leg because it looks swollen". What I find is a chicken who can't walk and a leg that is severely damaged from what appears to be a band left on during growth. I've removed the band and flushed it out the best I can. However I'm not sure if I'm seeing necrotic tissue (as I suspect) or scabbing. I don't know the best way to attempt to drain it and am hesitant as I'm not sure the extent of the damage or infection

. The landlord will not spring for a vet but I want to help this chicken the best I can. Advice on how to treat?

Best guess from me is a soak and antibiotic ointment. Not the one with pain reliever. that toxic to chickens then a wait and see game.
 
After lots if soaking I was able to get the black off, appears it was a mixture of scan, infection, dirt, etc. I have been cleaning and flushing it and the neighbor had some granulex spray. Fortunately the really swollen parts are softer, the for it warm (was ice cold), and she's walking slightly better. Unfortunately I can't get anything to drain and there are red streaks going up her leg - which I failed to really take notice of previously so I can't tell if better or worse. I will tell you though that for a chicken that was obviously not handled much she is being a very good patient! I just wish I didn't have to cause pain to tend it. I am still very much open to any and all advice, thank you!
