Leghorn Problems

I have 11 chickens that are all 16 wks old. 5 leghorn hens, 1 EE rooster, and 5 EE hens. I'm having issues with 2 of my lehorn hens. They are going around to all my EE and plucking out their feathers. One of my EE is now inside healing because it appears she's injured from feather plucking. The 2 even pluck the roosters feathers...help! They don't pluck the other leghorns 🤷‍♀️
 
Are they getting enough protein? I might be wrong here, but I have heard that feather plucking is a sign of not enough protein? Experts, please confirm or debunk that claim :lol:

Their feed is 18%, they do get some scratch, veggies and fruit with it. I have added scrambled eggs for the last 2 days, so idk.
 
How much space do your birds have ? This generally starts in an overcrowded environment.

Dimensions and pics of both coop and run would help immensely here.

Can be, if lack of protein is extreme, but really more of a behavioral issue.
