Lethargic quail with watery dropping and watery eyes

I wouldn't add the supplements unless you know it's what the quail needs. The cooked egg is good, the mashed oats are more filler than food for her. Hopefully the mashed egg will help her get better, but if she's gone this long without proper food, she might not make it.

Perhaps you can get her some soy protein? I'm trying to think of things that you might have available.

At 1 in the morning she tried eating and drinking by herself. I added some antibiotics in her water before. May be it's helping. In the last two days she hasn't gone without food. I've been feeding her every hour with a syringe.

That's good to hear. Keep her on a higher protein diet. If you can get her some game bird crumble, that will help keep her healthy in the future.
 
Could be Mycoplasma gallisepticum? There are many different strains ....a vet visit would be recommended to find out the particular strain. Antibiotics help with secondary infections but are not a cure. Once they have mycoplasma infections and recover they will be a carrier for life. Morbidity is high but mortality is low.
The best defense is strict biosecurity and sanitation practices.

I will take her to the vet today.
