Well a Rosecomb Leghorn or Rosecomb Ancona might fit the bill, all your colours would be possible, as would Speckled ( Partridge & Mottled Ancona) or Crele (Partridge & Cuckoo) or Pyle (Partridge & White)
and all the Blue variations, from fairly easy resources. You would only need to go to other breeds to get the crest, I would suggest Polish ,another light Mediterranean breed.

It takes a lot of work to get a breed accepted by the APA, but it can be done. Just keep in mind that it's a long involved process, and not something that you can do all by yourself!
 
The more you look into the breeds that are already out there, the better you can plan your crosses. There mite be someone out there breeding for the birds you want, bettering your chances to get it in the SOP.

I'm
going to breed for blue laced red, and blue laced silver Sebirghts, beacous I want to have. I'll show them, and if the new colors get fans I'll try for the SOP.

It's hard, but as someone else said, if you love it, it's worth it.
