What do you mean her rear was soiled? Was it manure or clear mucous? If it is manure she may have, or have had scours. The diarrhea can irritate the vulva. If is a clear discharge like egg white she may be in heat. Yes, doelings can come into heat when they are that young. I am not proud of it, but I once had a doeling kid at eight months which meant she had gotten bred at three months. Her name was Yoletta and I named the baby Yoletta's Surprise. Yoletta was not the only one that was surprised, I can tell you!! I don't think it is anything you have to worry about.

I was thinking she may have been in heat, but I had read on here where y'all were talking about CL and I started to panic. It is not scours, it is almost like she has peed all over herself and has become irritated. I also thought she was prolapsing but it is too external for that.

If you really really want to know if she is pregnant, you can do either of two things.  You can take her in to a vet clinic that has an ultrasound and have an ultrasound done, or you can order a pregnancy test kit.  Go onto google and put "pregnancy test for goats" on the search line.  There are several available. Some you collect a urine sample and send it in and some are home tests.  I didn't check the prices.

I just wait. I really don't want to pay a vet for a pregnancy test and I don't want to chase a goat to capture the pee. But thank you for the advice I know you were trying to help.

I was just explaining your options. I too would just wait. Either she is pregnant or she isn't and time will tell.

My family has five goats, and one is sort of crazy she gets "goat drunk" after drinking her own (or another goats) urine.
And she has been in heat (we think)

If you mean that she sticks out her tongue and makes weird noises or begins bullying the other goats, our doe, Bonnie, did the same thing. She was the alpha doe and she new it, if she thought any of the other does might be in heat then she would make the weirdest noises and lick their necks and shoulders. She also marked her territory by rubbing her head against grass until it was stained green.
Goats can have very strange behavior, particularly when it involves hormones. They make some of the strangest sounds ever. : )
