Lice or Mites?

Lice. Treatment is permethrin spray or dust.

Once is not enough because nothing will kill the eggs so repeated weekly spraying is necessary. I have used a fine tooth comb to get the nits off. I would spray once a week for 3 or 4 weeks. Are you using a premixed permethrin spray? Also most poultry dust has permethrin in it.

If your bird is around other birds you may want to check them and possibly treat them too.

No.

Actually, they can and will! But they don't survive for more than a day, and a quick shower normally gets rid of them.
Speaking from experience those darn buggers found a way onto me and I was dusting one of the birds.
