I have a lice problem, I have 35 chickens and the first four out of seven I’ve checked are all infested. What’s the best course of action? Their coop is a 10x12 shed and they have a dirt floor outdoor run. I’m in Washington State where the ground is wet so they don’t have many places to dust at the moment. Ideas?

Cute coop and chickens!

I would get a can of garden/permethrin powder and go in at night to treat. That way you can get them easier and no worries about the much for now. Be sure to dust under their wings and vent area. One idea is to put the powder in a women's nylon sock, then use that to pat the chicken down.

Do the coop as well, making sure to sprinkle some in the nest boxes, the floor, even the roosts.

I kicked that stuff because there was stuff that wasn’t safe to put and I switched to this stuff from my closest feed store I powdered it on my golden lace polish that I first noticed she had first eye powdered her butt because that’s where I could see them than her wings, and the back of their head

And that’s not everything I last cleaned my chicken coop on December 12, and this is how long it takes me to complete cleaning it first I removed the dirty shavings and when the floor is clear i powder the bugs be gone diatomaceous earth on the floor in the dusting boxes in the corners and on the shelf of the nesting boxes where they roost I spread it everywhere except the feed tubes and then it’s buried with clean shavings

You need to use permethrin based poultry product to rid them is the lice. If they are infested, the products you are using are ineffective.
If you can move the coop and run to drier, high ground and give them more space (preferably with a solid, pitched roof over the run) they might be able to keep future infestations away by being and to dust bathe. It's very important to provide them with an area they can bathe in daily.
In the nearly 8 years I've been keeping chickens my flock has gotten a very mild lice infection once that was treated with a single application of permethrin based poultry powder. My birds have a very large, dry run and they bathe daily.
