once the birds are fully feathered can i shut the light off at night? i have 5 weeks till processing. i think the light is making my layers that are in the pen next to meat birds drop in egg production.

I'd be surprised if the light is making the layers produce fewer eggs - the commercial laying operations use lights to stimulate production all the time.

If they're feathered out and its not getting too cold at night, the meaties shouldn't need light. If anything, you may want to put in a timer so after it really cools off in the wee hours they get some heat.
