I refuse to deal with the shelter here in my little town, won't have anything to do with them at all. 
When we first moved here they ran an add in the paper stating they needed urgent foster homes. I called and they told us how no one would volunteer and they were happy to have our help. Anyhow an hour later they show up at my door with a crate and 6 kittens in it. they go through the house, check out our animals and they agree this was a suitable home. they proceed to tell us how fostering with them works. we provide the space and they provide all the items the pets require. litter, food, treats, and medications if needed. They told us how they had a lot of dedicated people who would make large donations of foods etc at the vet clinic for them. 
Anyhow they left the kittens, the cat pan, a food dish, some littler and a small box of food. These kittens were super tiny, there was no way they could manage eating the dry food they were expecting them to eat, so I went out and bought kitten wet food and dry food. Well a month goes by, no word from them, I sent them an email, no response. 2 months go by and yet nothing, I sent another email, I was now feeding the 6 kittens and my three cats and constantly cleaning cat litters and having to step cat fights galore. at the end fo the third month I called them and left a message. told them I wanted to know what was happening and they needed to call me back. 
they showed up at my door 2 days later, they took the cats, gave them a dewormer and placed them all in one crate, said nothing else, not even a thank you. SO they called me a week later and asked me if I wanted to foster again, and I said no. I had too much going on. 
then the following summer some one dumped a dog where my dh was working, he called animal control but he was told to call the shelter instead, he did and they told him they couldn't come out right away and asked him if he could take it home and they would pick it up in a few hours. so DH brought it home. 
as the weekend was ending, they finally showed up. 2 days later they called back and asked us if the dog had been originally our dog...WHAT?? my dh told them, where the dog was found, and that he had called them right away, well they went on saying someone had told them it was our dog etc...well it so happens my dh's coworkers had see n the dog too wondering about and they had all helped him get the dog. they didn't wan to deal with yet another dog and they were trying to pin it on us. 
Adding to the shelter nightmare, the second bit happened a second time. as we were driving back home from the city cars were swerving to avoid hitting something....turned out to be this tiny little guy, at first I thought it was a shih tzy but turned out to be a mini poo. we couldn't keep it cause we had big dogs and we were afraid he would get hurt, on top of that the dog was filthy so we bathed it, and then realized this dog had sores on his back and his teeth were rotten and could not breath very well. so we called the shelter and guess what, they came out for the dog right away, but 2 days later they were saying the dog was ours and had made up the story and that they had found the original owners we got the dog from and that they had a description of my vehicle etc. 
well I lost it I told them, go right ahead and prove your BS story and meanwhile you will be dealing with my lawyer for defamation of character. the funny part is that we caught them on camera driving by our house and stopping in front of our driveway and taking down our license plate number. something we forwarded to them via email and posted on facebook for everyone to see. they quickly sent us a reply and apologized. I told them that if they ever looked at me sideways they would find themselves in a heap of you know what. 
As the years go by, I learn that they are all into the money nothing more, if the dog is not at the adoptable standards, where they can make money from it, they are just not interested. they charge nearly 200 to adopt a cat and a dog runs nearly 300 hundred. Now we certainly know why no one wants to foster for them. Even the local police dread dealing with them.
