I would leave it where you have it and place gravel in or perhaps pour concrete. Definitely ditch around it to divert water run-off.

My sister lives out in Poconos and NJ isn't that bad but the kind of snow we had last year, who's to say we don't have it again ? The temps here go down as 10's and add the wind with that, it's pretty cold and icy here. Thx for the web-site

I had the same issue in my horse stables when I first moved in. I couldn't rebuild the stables so had to figure it out. What I did was lay 4 x 4's all around the interior edge, drilled holes all the way through to drive rebar through them and into the soil. Then I back filled the entire thing with decomposed granite. I never get water in.

I would put rain gutters on your building and dig a burm all around your offending areas, channeling it away. If you do all these things you will get some water in but I think it would keep it from flooding.
