If desperate, then place a couple straw bales with a wooden pallet on top about 10 feet from coop / run access point. Birds can fly that far over snow to more to spread out location for loafing. Place intact grains like whole corn, BOSS and soaked oats to get them out for eats. Modify setup so they can be in sun while avoiding wind.
