Swedish Flower Hen is mill fleur. Also rather heavy so I doubt will be most heat tolerant. Heat is going to be a bigger issue than cold.

Marans come in different color varieties and I believe are both heat and cold tolerant!

A cross between American Game and Modern Games could be used. Cross would not present management issues, will be pretty as sin, and will be much tougher than pure Modern Games. A fellow going by @JShubin has experience with them and lives in a very hot and dry location. I think his crossed roosters do not cause management issues.

I have a few silver laced wyandotte and I think they are gorgeous! They are also cold tolerant due to their combs and they handle our pennsylvania humidity and 100 degree weather okay. I do have plenty of shade though

They might not exactly be a breed but maybe close to it, but Mosaics have a lot of flair in the color department.
