In Washington State, you can raise all the birds you want, and you can hunt them (released for hunting) without a license on your property, of a friend's property. Once you decide to sell them to another party, you need a license to do so. It entails a fee, an inspection of your facilities, and that is about it, other than some basic record keeping. Had my Fedral Firearms License for 8 years, and the record keeping is similar to that. Sold how many birds of what type to whom, etc. I'm sure nobody would ever ask for a license if I decided to sell a few birds, but why chance it, when the process is simple, inexpensive, and it avoids a lot of issues.
Should have the paperwork in hand about the time the first pheasants hatch.
