Loss of feathers

My little Mille Fleur hen has lost all the feathers on her neck. I haven't noticed the rooster, or any other chicken being mean to her. They have been gone for about 2 months now. I've tried several things to get them to grow back, but to no avail. I think she's just a nervous Nelly. Any advice would be appreciated. The picture isn't all that good, but she won't hardly let me get close enough to get a better one. She runs behind the flock and hides. She is at least 2 years old, maybe a little older. I'm not sure how old she was when I got her.

It may have started with grooming that escalated to feather pecking/plucking.

It's only on her neck, though. She's a bit of a moody hen. She's not much on the other chickens touching her. Any advice on helping grow them back?
