from what I've read frizzle is a recessive gene. So apparently both of the parents carry it. If you keep hatching eggs from those 2 odds are you'll eventually get another frizzle.
Even her coloring is so weird from the breeds of the parents.
I have heard frizzling is recessive, but both the parents are odd breeds to have frizzle genes in them!
Oh I just saw the blue was a RIR mix so that would explain the brown.

Well I have her dad he's full blooded blue copper maran and her mom is the cross I thought she might have been a cross from my guinea rooster lol im not sure
Sure she's frizzle?? Don't those feathers usually curl? I have a chick who is about 1/2 feathered and hers stick out in all directions - but it's because most of them are still emerging and can't lay flat yet.
At this stage, they always remind me of a character from some muppet movie from years ago.......
