Loud rooster

Is there a way other than a rooster collar (we already tried that, it is not working correctly) that will shut up my rooster, i really want to keep him

The short answer is, no, there is not a humane way too inhibit his natural behavior

That's a tuffy then......but chickens make noise, even pullets and hens can make quite a racket. Maybe bribe them with eggs?

We are going to give him away, i just tried to add new hens into the flock (they are older than him), and he attacked one of them and grabbed her by the beak and pecked at her foot, he made her bleed quite a lot

Oh, Well, that'll solve the noise problem....but..did you just toss the new birds into the coop and run or take some time to introduce them before integration.
An existing hen could well do the same thing to a new bird.
